That, and its ability to AoE stagger enemies.
It takes some practice to use at its full power but it is a really strong weapon. At least in Legend. I would only use it in cata if you already have another sniping boy in the team.
That's my 2 cents.
Although the FF on it is quite absord with the DOT.
Still, I think it's the weakest of the bows overall.
full charge and you stagger elites, aoe is great for killing trash.
Its my go to weapon of choice for the elf.
i use melee for heavies i use hagbane for trash.
In terms of raw damage, I've never really noticed it do a ton. Yeah, you'll often hit people with FF, but only like 1 point per tick or something on legend. I usually see more FF from longbow.
Hagbane kills all specials and elites on Legend in 1-2 charged shots, depending on the enemy and your own build, and on Cataclysm in 1-3 charged shots (in all cases, even if death isn't instant on the shot, give it a few seconds for the poison to kick in). On top of that, the charged shots stagger almost anything, do insane horde damage with the AoE blast and also have very high monster damage. In other words, it is by far the most versatile and powerful bow for the Waystalker due to her ability to replenish ammo. In order to avoid deleting your team mates, just learn to jump before you shoot (so that you shoot over them and not into their backs) and use your common sense. There's no need to blast a single rat if someone is already on him, and when holding a choke point against a horde you can jump and shoot over your team into the approaching enemies instead of blasting straight in the back of your allies. Doing so will reduce your FF to absolutely negligible amounts.
