And in general, if you want better quality, rarity gear, what really matters is a character's level. A character starting off will always get white and greens, even from Emperor chests. The higher rarities will begin to trickle in once a character has leveled up more. Even reaching the 300 power cap and orange/reds on one maxed out character, then switching to an unleveled character, your loot will be white/green at first. Power level will stay at +/-5 the highest you've reached, even 300, but rarity will always start off crappy.

I know you can raise your power level by crafting, but you're putting the cart before the horse. Scrap's gotta come from somewhere, and I did keep that in mind when I said what I said. You cannot reach power level 300 without opening some chests sometime.
" You don't have to open chests to raise your power, you have just to open Recruit chests (which TOTALLY don't count) to scrap and craft to raise your power. Ignore the part where you open recruit chests, and ignore the part where opening recruit chests when you're first starting off in the game and are below 100 power, so you're still actively raising your power by opening Recruit chests"
