still, it doesn't seem really fair that they are so underwhelming since the droprate is abysmal

The droprate isn't bad at all.
It's the complete lack of dupe protection that's the real problem. I went through some 20+ red weapons on dwarf without getting the dual axes (not including dozens of accessories in between that), finally crafted my own the moment red crafting went live, and then of course I got them a couple days later out of some vaults. Not long after that, I also got the second set.
They are Just a shiny reward for Long playtime like a token reward to charity.
Getting max % stats wasn't this awful for sure.
Not all of them did; I don't remember exactly which, but I think one of Sienna's staffs had a lower (regrowth?) value that you could otherwise get.
White: Only item power
Green: Item power + 1 property
Blue: Item power + 2 properties
Orange: Item power + 2 properties + trait
Red: Item power + 2 set (perfect) properties + trait
Please to keep in mind that Veteran items are not needed to tackle the hardest parts of the game. The statistics of properties do help reaching breaking points, and traits can redefine how you may utilize a weapon. Just focus on getting your item power to 300 and reach 650 hero power with decently rolled orange weapons.
i don't agree with thatm double traits were almost always more usefull then a higher percentage on something (in my experience at least)
yes, can't we get the the deeds and weapons characteristics(traits/properties) system to be like V1? i mean why not? that system worked smoothly enough and was praised by the community when it came out
So to be precise v1 had set traits and trait percentages for each item with two possible trait combinations per red.
