Item power level ranges something like 5-300, and as you've noticed, it goes up as you open chests. Basically there's this hidden "highest power found" stat that tracks item power attached to spawned equipment (whether found in opened loot boxes or from crafting new gear), and this number is used to determine future items as well. Every time you get a new item, its power can be up to 10 more or 10 less than your highest power found. Eventually, however, you will only find items with a power rating of 295-300. The game then uses the combined average of all equipped items' power levels to determine your total power level gained through items, up to 300 with a full set of 300 power items equipped.
For hero power, it's a lot simpler and goes up by 10 for every level, so for a total of 350 at level 35. Combining a level 35 hero with a full set of max power items can give you a total of 650 power level.
It only costs 10 salvage, which is nothing.
