Almost. But controlled CC is actually the way you ensure that that doesn't happen. If hordes are clustered and contained within a tight mass with overlapping stagger loops they're not dangerous. It's also the hordes which make dodging a blightstorm difficult.
Hordes which keep us on our toes when fighting a monster.

People frequently build in accordance with the most unlikely, infrequent, obscurely niche scenarios that they can possibly think of. I swear if I hear one more ♥♥♥♥♥♥♥ allusion to "buhhh wat about super armour guysss" I'm going to scream. What a ♥♥♥♥♥♥♥ bout it?! Every weapon in the game can damage it. Some are better at it than others.
All these people planning for the chance that they might have to fight 6 chaos warriors, a boss and 2 hordes solo all by themselves whilst kiting specials, breathing fire, playing the bango and juggling 5 sticks of dynamite, if they put the same amount of effort into these 'what if' scenarios as they did into planning as a *TEAM* and overlapping specialisms they'd be guarranteed far more favourable outcomes.

Indeed it's actually a similar principle to team mates who are downed or hanging off ledges when nothing is actually attacking them, they're actually pretty damn safe and fine and don't need immediate assistance, quick assistance ideally yes, but not necessarily immediate if it's going to be detrimental to the rest of the team in multiple regards. Packmasters alone can drag you for bloody ages and you don't lose much health until they raise you up and as you say it's the pinkies you get dragged through that cause 95% of the bother.
