Low Level Characters have a tiny or no chance to find orange gear.
Level 30s get a lot more of the rare items and their chance to find whites decreases.
Each new item can be +/- 5 from the previous highest power level you have found. You don't need to OWN the item or wear it, you just have to have found one. The highest power updates every time you get something.
Crafting works exactly the same. You can find items of different rarities, within a +/-5 range of the highest obtained gear.
If you level Sienna to 300 Item Power, your level 1 Kruber is still going to get good items.
That is how characters can be played at level 5 in Champion.
You can DELETE your entire inventory and run around with IP-5 gear that you get by default, you can still craft/find high power items.
Isn't it +10/-10 from the highest level you have seen/crafted? Haven't played much for a few months until recently, and everyone gets 300 ish gear anyway. But it was a variance of +/-10 since beta, last I saw.
You can game the system a little by always crafting items for your lowest power slot.
