I should wait until endgame to open Commendation Chests?

Newbie here. The other day I was playing with an experienced player and was told that I should wait until I'm LV25-30 to open Commendation Chests, as doing so apparently has the benefit of giving you better loot. Is this true? If so, does this mean that regularly opening regular loot boxes like the Commoner's Chest is okay?

I mean, you're gonna get Commendation Chests every time you fill that XP bar, which continues to repeatedly fill after you hit level 30, the level cap.

Since they recently gave the Commendation Chests back the ability to drop Red quality weapons, the highest tier, you could argue that it's best to open them when you're 25/30, but it's probably the rarest chance, even compared to General's/Emperor's Chests/Peasant's Vaults.

But they are able give hats regardless of your level, you're always going to be getting loot, be it from the missions themselves, leveling up, and doing deeds and Challenges. It's up to you, but opening Commendation Chests as normal means you'll have a better supply of green and blue dust as well as scrap, instead of if you were to just open your mission strongboxes/coffers/chests/vaults.

You can open commendation chests at anytime since it's primary purpose is to give you hats and the chances for getting reds is insanely low. You're better off saving your daily emperor's chest and opening them on your lvl 30 character. I've got some of my reds from Emperor's chest while even after opening around 120 commendation chest I've not gotten a single red from them.

I am asking this myself. Is it better to wait til I have a character on 30 ?
If I would get a Red Item now on lowlvl it would have been a waste or? Theres no option to upgrade red items?

Not sure what the requirements are for getting a red, I would guess you need to reach a certain level and/or item power but I don't know.
Reds are power 300, you can't upgrade them because there is nothing higher. You can reroll their traits, and will always get the max value on each trait.

I did save my chests until I was level 30 as it seemed a good idea back then, but now I think you should just open them up as they come in order to increase your item power level faster.
You can't upgrade an item's power, so until you reach the max (300) you're gonna change your item setup pretty often.
Don't get attached to them until you get to 300 :)

No.

Doing that just slows down your power rating increase while leveling.

It's probably just better to open them to increase your power level. I sat on chests until I had over a hundred. When I opened them all I had 300 level equipment for all characters. But that was before you could get reds out of them.

I don't believe their chances are lower, as I've opened 30 commendation chests and around 20 emperor's chests since the odds were increased and I've got 4 reds from commendation and 1 from emperor's

I know my results aren't representative of the whole population, though
