THey are not? They just reduced level needed for those talents from 35 to 30
I'm talking about completely new talents for lvl 35, I know it aint easy to come with original ideas that are balanced but it would be amazing.
understandably this made the playerbase RAEG and reviewbomb WoM. so FS changed it back. giving us our 30 talents back.
From official page:

Level raised? Check
New talents? Check (aka the stagger talents at 15)
Also the carrier skill upgrades were moved from 35 to 30 so you didnt had to grind it again, especially for those who have several hundreds of level (was funny to have 30+600 on my elf and yet no ult upgrade)
You just read why (first reply to OP by Ranger). The new talents originally came with the increased level cap, but they were later reverted due to outcry from people who were upset at having to grind another 5 levels on every character. The worst part of it was that you had to grind just to have full functionality again, because instead of moving the new stagger/power talents to 35, they moved up the old talents that used to be at level 25 pre-WoM, so if for example you were relatively new to the game and were only at mid-20s, you now had to grind another ~10 levels to reach the new talent set. That was idiotic.
The other reason for the cap increase was to increase hero power by an extra 50 for Cataclysm for stagger/cleave balance..
Same reason you had your last talent at 25 before 2.0 and not at 30.
Talent is one thing, the added 50 hero power is a different thing, mainly used for stagger, cleave and breakpoints.
If FS would made it that the + levels were to be used and you didnt had to farm again from 30 to 35, wouldnt make a difference, but since it wasnt working for this it was better to do it the way it is now. Also a bit more consistent since you get talent every 5 level while at early age 2.0 there was the jump from 25 to 35..
During the beta, the new talents were at level 35. However, because they were baseline filler that was the same for every character, people complained that they weren't worthy of their top position. So FS moved them to 15, and moved the entire talent set up a tier to make room, thus moving what used to be at level 25 up to level 35.
This was bloody stupid, because it took away what people had been using for nearly two years and forced them to grind out 5 more levels (25 more if all characters) to get them back. Many people were pissed. So FS moved them down to 30, so that people who had previously had max level (30) would still have the talents they always did.
And that is how we got here.
