"There is a solution for that and is posted a few time in this
forum for a member, i cant remember the name of him.
I translate what he did, i follow his step and work perfectly
1) copy all your exe from ur steam folder of the game to another location in ur HD
\program files\Steam\SteamApps\common\saints row the third
*game_launcher
*saintsrowthethird (a)
*saintsrowthethird_dx11 (b)
2) Copy again the desired exe u wanna play de game, a or b
to your steam folder of the game
\program files\Steam\SteamApps\common\saints row the third
3) Rename the exe of step 2) to "game_launcher" without the
quotes and that is, the game enter directly with the choosen
api and u never see again the launcher.
For safe put the new exe modify to "windows xp sp3 compatibility"
and "only read"

If you're still attempting to play; Try just running the "saintsrowthethird_dx11" file whenever you navigate to your Saints Row the Third Folder.
If it comes up with "MF.dll" missing; You'll either need to re-install Windows Media Player, or go to the following link if you're running a N- Version of Windows-

Hopefully this resolves any issues you guys have. And, if it does; Remember- It wasn't because of the Console Port, it was because of Legal Issues of the Windows 7 Release in certain Countries (Or, because you're Windows Media Player got all funkified.)

Problem: SR3 works in DX9, but in DX10/11, the launcher quits and nothing happens.
Soluition: Install Windows Media Feature Pack
Reason: Windows 7N (the international version of Windows that is available in the EU) lacks specific features because of a lawsuit that MS lost. You have to manually install certain features, and they are not part of Windows Update until you do the initial install. This also applies to Windows 7KN
Confirmed Fix (Worked for me): You can download the media feature pack at: http://www.microsoft.com/en-us/download/details.aspx?id=16546 and then run windows update to make sure its all up to speed.
Interesting... I had been running SR3 perfectly fine, then it stopped working after I re-installed windows. Sure enough DX9 works, but 10/11 doesn't. I have been wracking my brain to figure it out, wondering what the hell I broke or missed on my re-install. Saw this... And remembered I download windows from MSDN... SO i have Windows 7N.
For those that aren't aware, Windows 7N is the international version, because of a lawsuit in the European Union that MS lost. It does not come with the Media Pack that the US version comes with. This includes Media Center, Media Player, and most importantly, some basic files required to make some type of playback calls via Direct X.
The lawsuit against MS was one AFTER XP came out, but before Windows 7. so this issues applies to Windows 7, not windows XP, which is why DirectX 11 does not work, but DirectX 9 does.

This happened on Windows 7 and after I upgraded to Windows 8
I contacted THQ support and they got me to send a copy of my dxdiag and msinfo. They then advised me to keep running the 'validate files' thing until there , which always stopped at 50% stating that there was a new file to download, rinse and repeat.
I even deleted and re-downloaded the local content to no avail.
Whilst waiting for THQ to come back to me again I noticed MogaManny's response further up:
"I think I find a little solution to run this game with directX 11. You have to modify "display.ini" and change the value of "Fullscrenn" to false. This start the game in windowed mode. After loading you can change to fullscreen in game options and play normaly (some times the game crash when you change screen).
You have to do this every time you run the game."
I opened the display.ini (I think it was the .ini though I have file type hidden) in notepad. There wasn't much in there but there was a line that gave something like a graphics score and details that it needed to be set between 1 and 5. it was currently set at -1. All I did was remove the minus symbol, saved it and booted up the game. Shazam! It worked!
I'll have a go at changing the 1 to a 2 etc to see how pretty I can get it on my cruddy old card.
I hope that helps someone out.
BTW I'm running an Acer Aspire M1935 (desktop)
Windows 8
Intel i3 2120 3.3ghz
12gb ram
AMD 7350 (which is apparently a re-badged HD 5450)
