Report a translation problem
Either its because I use Windows 7 or the game simply doesnt like Intel and Nvidia Hardware.
checked integrity of the game files, re-installed the game, and tried using my Windows Media Player to get the sound to sync. Still nothing.. Finally i just downloaded VLC and installed it, gave it a shot and it worked..lol stupid that im only going to use VLC just to play SR3, but if thats what i gotta do then so be it. Thanks for the support.
FIX: go to you tube and select a video and pause. than start the game and u have all sounds.
I also had problems with Onboard Sound Chips especially Realtek.
It went so much on my nerves until I decided to buy a Extra Asus Xonar DX Soundcard.
I swear, 90% of all sound problems were away and the sound quality was incredibly increased!
Best improvement I ever made to my rig. Gaming sound is different now.
What you can try is playing around with the Windows Sound Manager settings.
Sometimes there are settings that fix certain problems.
Also try to use the latest Driver.
Yeah i know its a really weird fix, i just tried it for a laugh when i first read about it not thinking it would work, but as some people have said in this thread it seems to work with youtube aswell, I don't know why it works all I know is that it does. So just to clarify:
Before starting the game
Open a media player (VLC is known to work) and play a sound file
Pause the sound and leave the media player and the sound file open
Start up Saints
All sound in Saints should play correctly after this and yes it'll need to be done every time.
This happens with Saints 3 and 4 so I can only assume is a bug thats intrinsic to both games' engines.

Saints Row 4 has this same problem as well? Oh man... I hope I don't get it when playing the game.

Car sounds all out of sync.
Opened a Youtube vid then paused it... started up game... sound fixed.
Why this should work... I have no idea... but it does
I have MPC HC x64 installed and also Foobar 2000. It could also be a codec thing.
