Fill-Her-Up Super Toy Shop not appearing

I'm getting to the point where I've almost taken over every area. In Loren Square, it says there's a building called the "Fill-Her-Up Super Toy Shop", but when I go to the location on the map, it just leads me to an underpass. I've looked all around the building and on the highway above, but I can't find any for sale sign. I remember that I had to do a side mission to unlock the ability to buy the airport, so is there something I need to do to unlock it, or is my game just glitched?

it's underneath the highway.
if you go under the highway, there should be an alleyway filled with X-Rated shops and such - the shop is in the alleyway

I see the shops and everything, but there's no for sale sign.
