There is no error. Also, I did what you wanted me to do, and theres no error generated. I refreshed it.
If no error is being genrated (or even a successful launch for that matter) -- it would stand to reason that something is either preventing the executable from launching (anti-virus, windows defender) - or steam is not pointing at the right area (registry/installation issue).
You can try running any of the executables from the game directory ("C:\Program Files (x86)\Steam\SteamApps\common\saints row the third") -- see if that yields any different results -- remember to check the event log between launch attempts to see if anything populates.

start -> run -> regedit
Navigate to HKEY_CURRENT_USER\Software\Valve\Steam\Apps\55230
In the right hand pane, you should see four entries. One of them should say "Installed", and the value should be 1. Let me know if it's there.
I loathe generic suggestions for problems, but in your case -- if it's not an application initialization redirect, a corrupt installation, or an over zealous security program -- I don't really have any suggestions besides generic ones.
