Changing SR3's aspect ratio.

Before you say change it in the options menu, allow me to elaborate on my situation. I have my PC hooked up via HDMI to my 32 in 720p Sceptre HDTV. Every time I launch SR3 the small menu thing pops up that asks for Direct X9 or Direct X10/11. I click on either of them and my TV shows a blank screen with the words "not support" in the middle.

I have had this issue with a couple other games such as Fallout 3 and Skyrim. But my resolve for their problems was simply changing their aspect ratios from 16:10 to 16:9. I would do the same thing with SR3 but I cannot get to the main menu in order to change it. Is there is any way I can change the aspect ratio without having to go to the main menu? If so I would greatly appreciate feedback.
