Saint's Row 3 Freezes on Launch, files corrupted

I bought SR3 as part of the THQ bundle a few weeks ago and I finally have the free time to play it. Unfortunately, every time I launch the game it freezes right after the intro clips play (the THQ, SR3, and ATI clips at the very beginning.) It doesn't even make it to the main menu before it freezes. I'm at a loss for what to do.

Things I have tried:

Verifying game cache through Steam. It always says the same file is corrupt and then redownloads it, but this does not solve the problem. I also tried switching download servers. No dice. A friend who has the game says it works for him and he got it from the same server as me. That really has me confused.

Running in various compatibility modes. I think I tried all of them for XP, Vista, and 7. None of them work.

Disabling Anti-Virus. I'm using AVG Free. Disabling it made no difference.

Deleting and redownloading the entire game Just in case. Had the same problem.

I'm at a loss, guys. Does anyone know a fix?

i prefer you just do delete all files in that folder of the game is installed, then steam has to redownload the main installer and should do a clean installation...after this is should maybe work again on my opinion,,,, greets

Um...what? I'm not sure what you're saying here... are you telling me to delete and redownload the whole game through Steam? Because I already did that. It didn't fix the problem, as I noted in my original post.

(NOTE) My DX9 version crashes right when I select it and the dx10/11 version starts flashing and blacking out, it usually crashes at the license agreement or while loading a game.. help would be greatly appreciated

Yeah, I've been doing more reading and it seems that some people had this problem last year too. I think my next step is just to contact THQ customer support. We'll see if they do anything.

@Plastic I have just come across this and I have had the exact same problems as you, I have been looking for a solution for a while to no avail, please tell me if you came across any solutions to the problem. The same thing has started happening to my other games as well.
