No Voice Sounds During Cutscenes or Phone Calls

Having a problem. Playing through for the second time, but during every cut scene and phone call I get NO voices. I can hear other sound effects(gunfire, explosions, phone ringing) but thats it.
It is very annoying, and kind of ruining the experience. I uninstalled, and re-downloaded, but dame thing keeps happening.
Any suggestions?

Only thing i can think of, Audio under options the voice setting is on zero.

I have that issue with my logitech speakers if I set it to matrix virtual surround sound. When I turn it off the voices come back. So check any weird audio settings on your speakers too

I went through Control Panel>Sound and reset everything to Default.
Voices came back.

- sound is working outside of the game?
- do you have a AMD FX CPU?

I fixed the problem. I'm rocking off with a CREATIVE, Sound blaster Audigy SE 7.1 channels, 24-bit, 96KHz sound card, and Windows 7. I fixed the problem by going into Control Panel> Hard Ware and Sound> Audio Control Panel (32-bit)> Performance, and my system was set to a default 16-bit rate. I changed it to 24-bit and the problem was fixed, now I get crystal clear loud sounds. (I havn't tried any of the cut scenes yet, but the voices on the phone work fine) My speakers are also set to 2/2.1

I have the same Sound Card as Kiro, I fixed it. Go to Creative Sound Menu and select the sound configuration you're using. (If you have 5.1, Change it to 5.1, etc.)
