Try Searching For The Gang Operations.

Yeah there's a gang op on the rooftop of a building next to magarac bridge (the huge bridge that runs through downtown), only accessible by aircraft.
That one's the easiest to miss but it probably isn't all the remaining 6%. Just search any areas that still aren't purple on the map, some gang ops are easily missed unless you actually look for them.
