How to Fix FPS and Refresh Rate Issues
By default, Saints Row: The Third is locked at 66 FPS, and the monitor's refresh rate is capped at 60Hz. To unlock the FPS limit, follow these steps: Open the Nvidia Control Panel and navigate to the Manage 3D Settings section, then click on Program Settings. Find and add Saints Row: The Third to the list. Next, disable Vertical Sync and set the Max Frame Rate (under GPU settings) to 120 FPS. There's no need to choose a higher value, as the game has a built-in cap at 120 FPS.

Once you've made these adjustments, start the game and check if the FPS has increased from 60 to 120. If everything is working correctly, it’s time to tackle the monitor’s refresh rate to ensure optimal performance.

This is quite simple: Start the game in fullscreen mode (using Alt + Enter), and then switch to windowed mode. When you notice that the monitor's refresh rate has adjusted and the gameplay feels noticeably smoother, switch back to fullscreen mode..
