missing assassination missions

As far as I know there should be at least 35 assassination missions in SRTT. Unfortunately I could only finish 11 of them. The rest is not shown in the Saintsbook.

Up till now I finished the whole story and completed 78% of the game. I am only missing several takeover activities.

When I started the game, the moment I got the first crib there were at least all level 1 assassination targets available in the Saintsbook, but sometime after completing the first act I noticed that there was only one target available - it was Mike and thus a level 2 target. Later suddenly killing Agnes was unlocked - a level 3 target as per the wiki.

And all this without me even killing any level 1 targets.

I only killed the following targets:
level 2: Mike,
level 3: Agnes, Jake
level 4: Brutus, Blaize
level 5: Bernie, Mr. Dickinson
level 6: Grigor, Oliver
level 7: Berry (Rasputin), Sgt. Steiner

Is this a bug? Do you have to finish all the initially available missions before completing act 1 of the story? Is there a way to get to the missing assassination missions (without starting a new game)?

One of assassination targets is also giver of assassination missions. Not sure which one is it, but I think the last one on your list. If you kill him before you complete his contracts, you are pretty much screwed.

Just working my way through the assassinations.
The quest giver you shouldn't kill is Rasputin. The mission to assassinate him is given to you by the Concerned Citizen and is called "Barry".
Though for me this mission didn't unlock until I had finished all of Rasputin's missions, so maybe that one got fixed.
