Lags and Freezes with SR3 and 4
I have the same problem with both SR3 and SR4.

I launch the game and as soon as I can see the main menu, the game video freeze, meaning I can still hear the theme song, but the image freeze and I can't move my mouse. It freezes for like 5 seconds, then it un-freezes for another 5 seconds before freezing again.

I have TES: Oblivion installed, so I know it's not all my steam games that freeze like that.

I discovered this bug at my first attempt to launch SR4, so I installed SR3 after , just trying to play a Saints Row, but I met the same issue.

I didn't tried anything for SR4, but for the Third, I tried running the game with Direct 9 and I launched it directly from the installation folder instead of the desktop shortcut. Hopefully it's the same issue, and hopefully someone can help me fix it ;-) I would really appreciate :-)

Try playing the game in offline mode. From the menu:

Steam > Go Offline...

That fixed the issue for me while playing SR3 (Linux w/NVIDIA drivers).

How on earth is this not patched? I had the same issue, Anjor's "Go offline" solution worked for me

Hey guys, just spent the last couple days tearing my hear out about this issue. Seeing the "fix" (if you could call it that, unacceptable bug for a PC port) of switching to offline mode gave me the idea.

If you're running a VPN, disable it! For some reason, running a VPN was giving me several issues: saves getting deleted, random freezing like the OP described, outright crashes, FPS drops, and a few others. Disabling the VPN fixed everything immediately, even running on DirectX 10/11.

Man... the day I decided to launch up SR3 and realising immediately I've got to play it offline or have lag every 5-10secs.

Disabling my VPN fixed the issue for SR3, hopefully it will fix it for SR4 as well. If not I will be sure to let you know, a big thanks to all of you :-)

Hello! I'm having the same problem, like it lags every 5-10 seconds. If I put steam to offline mode, will I still get those achievements on steam?

When did this issue pop up? I remember playing this ages ago and never experienced this but after feeling the urge to replay it for a bit just recently, it does freeze every few seconds.

The solution I have is to play it offlane. But my question is, do I still get those achievements despite playing it offline?

The issue occurs because the Saints Row "My Steelport" server went offline and the game is still trying to contact the server. The simple solution is to take Steam offline, but that doesn't let you play online co-op. The better solution is to add the following line to your Windows hosts file:
Your Windows hosts file is located at "C:\Windows\System32\drivers\etc\hosts".
This causes the game to try to contact your own computer instead of the missing server, which fails very quickly and prevents the game from freezing.

If you still want the "My Steelport" functionality on your own computer, you can install the "My Steelport" emulator here:

The solution I described above works for both Saints Row 3 and Saints Row 4.

Turning off my VPN and setting CPU priority to HIGH is what fixed the issue for me.

I had the same problem.
Disable VPN or go offline in Steam, and you should be okay.
