However, there is a catch, that makes this a bit more annoying, to actually count towards the challenge, you have taunt the members of enemy gangs while they are not attacking you (and taunting one of them, will cause them all to attack), so you will have to lose gang notoriety before taunting another one (which should be fairly simple, as you can do that by visiting any owned store).
Another (easier) way is to join online game hosted by someone who does not have 100% city control, which will make enemy gang members appear more frequently in their territories. Notoriety part however still applies.
