That's like asking, what's the difference between an apple and an orange?
But, honestly, look at the answers you received in the Saints Row IV forum in your topic about SR4 vs GTA5. Same differences.
Also:
In the Saints Row games, you can customize the look of your character and even play as a girl (including offline). The player character looks more realistic than GTA4, for example they can have long flowing hair. Can't do that in GTA. The cloth simulation is also much better in Saints Row.
The characters are just way more likable in Saints Row than GTA.
In my opinion GTA IV is one of the weaker games from the franchise. Also more unstable. It's crappy ported. Lot of lagspikes in it. And the story is kinda meh. It's also too serious. I like GTA: San Andreas more. And Saints Row plays different. SR2 comes close to GTA though. But SR:TT doesn't look like it. They added over the top action to it. It is less customizable then saints row 2. Still fun though.
