Okay. Finally. So, after receiving the error that told me I don't have enough space, yet another restart of Steam finally fixed it. Make sure you check your processes and that nothing Steam-related is still running. Here's some of the potential fixes I've found.
If it's showing that you have no save files, go into your save directory (it should be located under Steam > userdata > (your user ID) > 55230 > remote). Backup your save files in another location, then delete the entire "remote" folder. Start up Saints Row 3, and it should create a new "remote" folder. Attempt to start a new game, and it will give you the "not enough space" error. Exit the game, exit Steam (again: make sure no Steam processes are still running), then try running the game again. If this doesn't work, try it once more.
Alternatively: try backing up your save files, deleting them, starting a new game (if you're not getting the space error), saving, then replacing the new save with one of your old ones (make sure you rename it to match the new save game's file name.)
