No saints on the street!!

My SR3 have no my gang members on the street. How to fix it?

Offcourse, I bought a lot of proproties and eliminated many gang controls , but There are not at least a saint on the street.

The more “control” that you have in a given area of town, the more Saints that will be patroling. You gain control by completing activities within an area (i.e., mayhem, insurance fraud, kill gangs, etc.). In effect, you’re making it “cool” to be a Saint in those areas.

I don’t believe that you need 100%.

My control is 22% already but no any gang members walk on the street.

That 22% sounds pretty low. You're saying that you control 1/5 of the given area.

You get that higher, and *then* you'll start to see Saints in the street.
