Those strange effects are only in apartments, not outdoor, not in the city (only 1 time I have seen that outdoor).
I'M FURIOUS BECAUSE THIS IS MY FAVOURITE GAME. I HAVE WAITED FOR THREE YEARS TO PLAY SAINTS ROW 3 BECAUSE MY OLD COMPUTER HAD A BAD FRAMERATE. NOW I HAVE A SUPER PC, AND THESE THINGS HAPPEN ONLY IN SAINTS ROW 3, NOT IN THE OTHER GAMES. 3 YEARS!!!

Perhaps it has something to do with resolution? I would like to have some answers as well.
Well look at the bright side, it only happens in interiors but you spend most of the game outside.
But after 5-10 minutes even the interiors are ok. It's an annoying thing when you start the game only.
