Meh, I'm just suggesting it to people that are completely fed up with dubs and ready to leave the game for good.
You tell us. That question is subject to individual preference, there is no clear cut answer.
Having played on all oceans myself I'd say there is nothing wrong with Cerulean, it's been in a similar state to what it is now for quite a long time anyway. The players are definently more friendly and mature on average.
The fact that it is a "dead ocean" is a shared problem amongst all oceans. The only real difference between these oceans now is time and accessibility.
You think the Dark seas is going to be any different? Let's hope so..
Pirate rank and bravery does not require a badge, so populating SMHs is a lot easier and rewarding for everyone involved.
Sure, selling dubs for poe can let you pay for almost anything. It can build you a fleet, buy you a stall, and give you plenty of fancy dress, blades and bludgeons. But it can't buy you a good and fun crew. Money only goes so far in the political and war game. You can't buy your way to ultimate, and you can't buy skill. But people that do "pay to win" fund people who cant afford to play, or that play in passing.
Puzzle pirates is unique because it rewards and recognizes skill, and even if you suck at puzzles you can find a niche and be useful.
Obsidian looks like the best thing to happen to Puzzle Pirates in a long time. As long as dubs don't get insane , Obsidian could revive the game.
