If you need consistent damage output on every Oni then non elemental is the way to go. Judging from your build, Continuum Sickle is the optimal option since it has the highest crit rate at +12 (I'm using one), other available options are Umbra Render and True Inari, depends on your playstyle and build.
Then there are elemental sickles that are extremely powerful to certain types of Oni.
I.e: The sickle from DLC has a whopping 900+ fire damage and reasonable crit rate. (talking about overpowered
I got a SPD crit-elemental build too ( Sarutobi + Sarutahiko + Hattori hanzo ) so i will try to find the best elemental sickle too :)
Amaranthine weapon series are possibly the closest you will get from the main game for any kind of weapon and it is also better when it comes to sickle mitama weapons.
Revelation weapons from DLC mission pack 2 are better for elemental build, it's 90% fire-based.When you regen focus/hp from elemental damage, the amount is higher than those from precision strikes.
I roam everywhere on the field to find mats ( low / high ) and i did every monster ( Low and high ).
