Lowering your texture quality or any other settings won't do anything with the hardware you have, it's literally too fast already. You can actually run it at a higher resolution and still get the same FPS. The game is so easy to run, look at your GPU and CPU usage next time and compare that to a demanding game you have and look at the usage. Just terrible porting of the xbox version.
I run an i7 with nVidia on Win 8.1 and the game runs flawlessly...well....with the exception of some strange texture bug in the loading freestyle area but the actual game areas don't suffer from it.
Edit: Just adding I didn't need to set any affinity either. No tweaks, straight download and play.
I spent many years buying AMD CPUs because I like the underdogs and price/performance, but I finally switched about 6 months ago to Intel i5 and well worth the small price difference for a rock solid CPU, runs cool, sips power, crushes games.
I have this exact same bug and I'm suprised no-one else has mentioned it. For me it exists in the actual free-style levels aswell. Racing seems to be ok. Nvidia gtx980m, i7 3920xm. Shrugs.
I believe others have mentioned it and the common factor is Maxwell architecture GPU's, from memory.

in single i get 45-70 fps, in a normal race i get 10-17 fps.
