Valofe re-opened the Steam Market only 5 months ago.
Someone very enterprising in their company decided that spending money on buying a skin on the Steam Market or in-game bullets was not enough, that 15% of Valve's fees (some of which also goes to Valofe) was not enough.
They decided to milking their last users to the last drop and introduced so-called Seal Kits for packaging items according to their grade (bronze, silver, gold, platinum).
For 100 bullets you can buy a bronze Seal Kit inside the game, 300 - a silver one, 900 - gold and 2700 - platinum.
If you have a lot of rare skins, then it is better:
1. Check the lots on the Steam Market so you don’t spend more on packaging them than you get from selling them.
2. If you have a lot of rare items that offer good money, then buy the maximum available set of bullets (8450 bullets for $50 or 18200 for $100) so that packing each of these items will cost you less.

But the number of players in the game is constantly falling and the Steam Market for Black Squad is quite sluggish right now, so be sure to check if it's worth spending your money to get at least some of that $700 back.

Skins are now classified into grade systems from Normal to Bronze to Silver to Gold to Platinum. If you want to sell a skin, you need to Seal it (think of it like gift wrapping it). And that cost bullets. It cost approximately $1 to sell a Bronze grade skin. The higher the grade, the more it cost to sell. Once you Seal a skin, it becomes visible in your STEAM inventory and then you can sell it for however much you'd like. Once you seal a skin, you can't use it ingame unless you break the seal. And if you break the seal and then you want to try selling the skin again, you have to buy another seal. I hope this helps. Good luck!
