Someone very enterprising in their company decided that spending money on buying a skin on the Steam Market or in-game bullets was not enough, that 15% of Valve's fees (some of which also goes to Valofe) was not enough.

For 100 bullets you can buy a bronze Seal Kit inside the game, 300 - a silver one, 900 - gold and 2700 - platinum.
If you have a lot of rare skins, then it is better:
1. Check the lots on the Steam Market so you don’t spend more on packaging them than you get from selling them.
2. If you have a lot of rare items that offer good money, then buy the maximum available set of bullets (8450 bullets for $50 or 18200 for $100) so that packing each of these items will cost you less.
But the number of players in the game is constantly falling and the Steam Market for Black Squad is quite sluggish right now, so be sure to check if it's worth spending your money to get at least some of that $700 back.
