The engine is old and IS the cause of the many problems people face with this game
No, it realy doesn't. I'm currently running an 8700k with two 1080ti's in sli and still only hit around 200 maxed out. Which of course isn't bad, but I should be a lot higher with my current rig. The game also uses DX9 which has been the cause of multiple issues in the past, not to mention the older engined used.

Yeah, I run the game on high settings since I don't consider this game competitive enough to bother going for the absolute best fps like I do in CS. But considering my rig, don't you think I should have more than 200fps on maxed settings? A few of my friends get around that with maxed settings(Except default color filter) and lower-end rigs than my own.
There are also quite a few steam games that are pretty well optimized, even games just recently released such as Ring of Elysium.
