Yes it should be UE4 but only if they were interested in fixing network bugs, adding new features etc but it seems like they redoing this game many times since 2013 per example they have added stripped down version instead of adding complete non Steam Korean one and add real new content. I do not understand why they went that way.

The game probably started development before Unreal Engine Four was released, updating the game to Unreal Engine Four would be a nightmare and was probably deemed unnessacary.

Probably, but the development started around 2013-2014, when UE4 was not released.
