My game seems to be stuck at 20fps only in fullscreen mode
Yesterday this wasn't an issue, I was getting 144fps all the time (capped it) on max settings. Now, fps seems to be capped at 20fps for some reason. Switching to windowed or fullscreen windowed fixes this problem but I honestly like playing in normal fullscreen.
Anyone knows if this can be fixed?

Specs (if needed):
i5 7600k@4.2ghz, RX 580 8gb, 32gb DDR4

Enable or disable V SYNC, many people have this issue.

I've tried turning gamma and fov up and then putting everything on very low. That resulted in me getting 24fps instead of 20fps. Thing is, if I were to run the game in windowed or fullscreen windowed, I'd be able to get 144fps no matter what settings I choose.
