sounds like you are using some kinda Potato res on a potato computer, please buy something modern and try again.
Have you tried reinstalling / changing your resolution to a higher setting in order to view said window? Once you select it, you won't have to keep choosing every time you start the game from henceforward.
I had the same problem and I found the solution yesterday.
Go to "SteamLibrary\steamapps\common\Black Squad\binaries\win32" where the game locate (If you dont know where is it, go to Steam>settings>downloads>steam library folders and check it). Find a file named "steamlauncher.save.ini", open it with notepad. There is a line writing "Server=0", change the 0 to 1.
Then, the game can be started like what it used to be. :)
