Pay2win is when you can spend real money to gain an advantage over a player who has not. It doesn't matter if you can gain said items or anything with time. It's Pay2win regardless of whether or not you can grind to that point. You, my friend; need to learn the difference.
But Nostale is about the fun, the community, playing together and enjoying your time.
You can do that on any level, you don't need to be the highest player, you don't need the best equipment.
As long as there are enough players (and right now it seems like Steam is a good way for that), you don't need to level fast or have the best things to be the best player.
I know some players at Cylloan that spend a few 100 $/Euro to get really high.
They are already way above lv70, they have Wildkeepers 99+8, etc.
If they keep that on, they will most likely hit lv90 in a few weeks/months. Then they will go farm for equipment and reputation and after maybe half a year, they are bored and go around telling people not to play this game as it is only grinding.
All the while, I am here at lv34, enjoying my time with a great family and not even thinking about paying real money, because the few things I really want can also be bought with ingame money and they will feel so much better if I worked for them. :)
I really pity the players who spend tons of real money because they don't understand that Nostale is different, that Nostale is not about reaching the maximal level as fast as possible and then going on to the next game.
Then the same definitely happens more on the "lower" side. A player will hit lv 40, gazing at those strong, overpowered gamers with those wk plus 8, sighing over the overpriced items in the bazaar, lamenting over the equipments that scale over levels.
If they keep that on, they will most likely hit lv 42, see comet meadows, and then realize they can't farm well without having so many kill steals from those with better families/better equipment. They are bored, and go around telling not to play this game as it is only grinding.
Better family is definitely a good reason to play. However, that doesn't make this game less p2w. You forget, for a good family, it needs an incentive to continue playing. Once people face the unfortunate obstacles in getting into higher tiers, they're gonna leave. The once good family you had, boom. Gone once school kicks up.
This situation obviously doesn't happen for everyone, but it shows more times than not. Those who spend money could be those that actually have the money to spend, because their work/study consumes most of their free time. I spent money. Do I regret it? Not really, I don't need to grind to lv 90 or spam ic's to get that 14mil gold for sp8. I get lucky, get a headstart, then help my friends. Then realize that most of my friends left because I got good.

You can buy ♥♥♥♥ from their site, you can sell that ♥♥♥♥ for ingame money, you can use that ingame currency to buy anything you want.
Did I make my point?
You can't obtain items like those with cash, yes.
Unfortunately, the majority of people that buy those shells are those that use nosmall because they are able to afford them.
Not saying you NEED the cash to buy them. But honestly, if I wanted a r7 perfect shell, I'll start praying I get Venus on the wheel. Hopefully the prices stay stable on the US server, but inflation makes that difficult. Us as a community just have to get by with what we have.
