Steam increased regional prices at the end of 2022, though.
art of rally's HKD price stayed the same after Valve's 2022 decision, until April 19, 2023 where the game's base price was raised from HK$109 to HK$156.

Prices also increased on that date for the following currency/regions:
Russian Ruble
South Africa Rand
Indonesian Rupiah
Vietnamese Dong
Taiwan Dollar
Chinese Yuan
Ukrainian Hryvnia
Malaysian Ringgit
Philippine Peso
Indian Rupee
Thai Baht
Saudi Riyal
Brazilian Real
Peruvian Sol
Kazakhstani Tenge
Chilean Peso
Colombian Peso
Qatari Riyal
Mexican Peso
Japanese Yen
Uruguayan Peso
South Korean Won
New Zealand Dollar
Canadian Dollar
Australian Dollar
British Pound *
Norwegian Krone
Euro *
Polish Zloty
Swiss Franc
Analyzing the increases of all these currencies, I would presume that the publisher agreed to Valve's Suggested Pricing for all regions on that day, about 6 months after Valve updated them. So while the base USD price of the game hasn't increased since release, many region's comparable regional price was changed resulting in many increases.
British Pound was later reduced to -5% of Valve Suggested Pricing on May 18, 2023.
Euro was later increased to +2% of Valve Suggested Pricing on May 18, 2023.
