If you only buy the game (no OST) you'll still be able to listen to the music while the game is running.
Assuming I understand your question correctly: yes, all the music tracks from the OST can be heard in game, without the need of an additional OST purchase.
A majority of the tracks are included in the rotation from the get-go, only a few have to be unlocked by collecting tapes in free-roam mode (one per location so 8 in total, or 7 without the Australia DLC).
