does vibration work in other games? does the controller work fine in art of rally in every other respect other than vibration? have you tried enabling or disabling steam input in the controller tab of the art of rally properties in your game library? while you're on that tab, double check to make sure xbox controller support is checked in the box below also.

if no rumble is felt in the controller, this would appear to be an issue between steam and apple, which they would need to fix. if you do feel rumble, there may be some action to be taken at the steam/system level which could help, but unfortunately, i wouldn't know the specific answer which will work for you.
if at some point, rumble is working in other games, but not working in art of rally, we may be able to provide more help, as the issue may then be a bug in art of rally.
