What's the effect of counter-steer factor setting?
I'm a bit confused about this setting.

Assume we are turning a left corner.
1. press the left arrow to steer the wheel left.
2. lift the left arrow button so the steering wheel is centered automatically.
3. press the right arrow to steer the wheel to the opposite direction of the turn.
4. lift the right arrow button so the steering wheel is centered automatically.

How's the counter-steer factor setting's effect on the handling in terms of 1,2,3 and 4's steering wheel turning speed?

Simply put, when you're steering left and accelerating it takes effort to quickly steer in the opposite direction - right. Increasing counter-steer factor makes it easier to steer right in that situation. In your example it will have effect during point 3.

Not all cars benefit from this. In my experience the rotary b7 (group b) and other cars that accelerate too fast for their own good can make use of a higher value for counter-steer factor. For those cars, when the value is too low it could feel like there's lag before the car turns in the opposite direction.

Thanks for your answer. So it only affects 3. How to adjust the 2&4 steering speed? Using steering deadzone settings?

Generally, yes. Sensitivty in "controls > advanced settings" affects keyboard as well.

But what input device are you using? A steering wheel?

A keyboard. I found that using a controller or wheel does not work in my favor. There's a "speed sensitivity fade" is that the higher the speed, the lower the steering sensitivity, the "fade rate" cannot be adjusted or disabled, at least for now, so I would rather tap the steering key rather than using a controller.

When using a keyboard, tapping the keys is the way to go. This includes throttle, since it's digital on most keyboards. Especially when taking corners.

You can lower the steering sensitivity in advanced controls or increase the steering assist in gameplay settings, if you feel the cars are too responsive and vice versa.
