Put the sounds somewhere in the game's native folders (i.e. sounds/custom_sounds/) then delete (or move) the existing sound.cache file, load the game, open the console then type snd_rebuildaudiocache. Next move this file to the your addon along with your custom sounds (which must be in the same place). Then turn it into a vpk file and move it to your addons folder to test.

You can't[i.imgur.com] pack custom soundcaches into vpks.

You're using the correct sound.cache file? And when you test, did you put the original sound.cache file back in your sounds folder so you don't get a false positive result?

Wrong. Custom sounds would never play if you couldn't add that file.
