VAC (Valve Anti-Cheat) learns about new programs and if you are using one during a game you could be at risk for a VAC (Valve Anti-Cheat) Ban.
For Instance Using Cheat Engine on any Valve game will be detected right away, but you wont get banned instantly it can take anywhere from hours to days counting on if VAC catches it.
People report all the new (Free) cheats to VAC so VAC can find it
Thats why alot of the Cheats are Paid for, harder to detect because not to many people have it.
The program is a learning tool.
For example I play on a 10v10 versus server where if you have pills or adrenaline and are incapped you can press your "use" key (E) to instantly self revive.
It has nothing to do with cheating / VAC whatsoever, it's simply another community made mod for server owners to implement on their own servers.
The previous comment is completely irrelevant to your question.
Unfrotunately, I'm well-aware of these types of servers and can vouch that the method used to revive was not reliant upon server side mods of this type.
To clarify, what I've seen are people jumping at an elevated surface and somehow incapacitating themselves. A handful of times that I go to revive them, they are somehow able to revive themselves with no discernable grace period.
These same players have used it (albeit very infrequently) to reach elevated positions they would have otherwise been incapable of scaling.
After pondering personal research, it's my understanding that V.A.C. and potential patch/banning is the reason nobody with the knowledge to do this (and perhaps more) would be willing to illuminate this mystery; This and the fact that many coders capable of such insight would likely be considering other projects.
