my bad. yes, you can play with strictly just one person if you'd like assuming you don't have any other friends that'll be able to hop in your game. you have to make your lobby friends-only so your game isn't an option for other people to quickmatch and join.
campaign though is comparatively quite doable with bots.
if you are really dead-set on a 2-person campaign you can also just kill the bot players at the start of each chapter. shooting them dead is kinda immersion-breaking -- or, maybe not. probably not hard to come up with some IC/RP explanation ;P ("they got infected. oops lol.") -- but i think there are also console commands that can assist with this. been a while; i don't recall for sure.
of course to use console you will have to play on a cheat-enabled server. easiest way to do so is to host your own, which should work just fine for a 2-player game.
