Help with changing in-game words?

I am trying to make a mod right now that changes strings that the instructor says in the left4dead2_english.txt file to different things, such as, if it said something like "your teammate is down" i could change it to "go help your teammate, man!" the left4dead2_english.txt file is in the .vpk file pak01_dir, in resources. So I made a .vpk file with the file inside called resources and inside that the editted version left4dead2_english.txt. I have addon info and everything, and in the addons part of the menu in-game, it recognizes it as an active addon. However, it doesn't change anything in game.

Is this file non_changeable?
