Smoker would win from distance, but Hunter could easily pin him. Really depends on their behaviors. Just remember the tongue is heat seeking, telling that obstacles would be really essential for the Hunter to not get caught. It's although good to wonder if the the Hunter claws are sharp enough to break the tongue before he get constricted.

If we're talking about if they actually fought in the game, the smoker has one of the better AI for the infected, and can take advantage of higher ground which makes his sniping from only seeing 1/2 the players model very easy. He'd probably catch the hunter off guard in almost all the cases. Also his corner snipes can be pretty dang quick if you turn your back for over a second.
