It basically means that the host of the server is using a client-side addon. It contains such modifications to the extent that other players need the addon for the server to function normally.
Typing sv_consistency 0 into the console will solve the issue.
If you know the host of the server, you should tell them to type in this command, that way everyone can enjoy the mods they have enabled. If you don't, well, then your choices are to either disable the mod that is enforcing consistency or look for another server.

To enable console go to options menu. I forget if it’s “multiplayer” or “keyboard & mouse” - but click “enable developer console”. You can toggle the console by pressing ~
And yeah that consistency error happens because the files on the server differ from the client’s. Try disabling addons and of that doesn’t work verify your game files.

Just began encountering this myself for the hunter and have had the game for years. Have not added any new add ons for the hunter in a couple years.
"Server is enforcing consistency for this file: models/infected/hunter.mdl"
Disabled and then unsubscribed to all hunter addons. Neither changed anything.
Verifying the game did not resolve the problem.
Am getting disconnected from all games I join, doesn't matter the server.

try this:
1- Remove the spitter folder inside:
the folder path depends on where you installed your game ( kinda obvious but some ppl don't know about that)
2- Verify the game files
3- Start a singleplayer game
4- quit and join an Online match
5- ????
6 - profit
