Thankfully it's just the people who use them.
With applying mods to YOUR game you only moddify YOUR game but dont have any influence on games of other people. If your friends wants to see same skin/ weapon/ models .... modifications he also needs to subscribe to same mod too. And yea it is how it works only one who used skins will see em none of other players will see them.
Only mods that are applyied from offical game server will be seen by all players none other player will see them unless they install em!
