Try remove all addons.
Well, since Windows 8.1 is a newly released Windows version a few problems, bugs and program incompatibilities are to be expected (it's not the 1st time that people have problem with some games or other software in a newly released Windows version/upgrade).
I would try the most common "possible fixes" 1st.
- Check the video drivers;
- Check the game files (verify of the gam'es cache via Steam in this case);
- Check for possible addons conflicts (and remove all the addons just to be sure);
And as last resource, do a fresh install of the game.
You can also try to send a ticket to Steam support and maybe they can help somehow. They might take a few days to respond though.

And yes, everything on my pc is running very fine. All drivers are updated. Also for my graphics card, which is a Geforce 650 Ti from PNY
I do not own any addons for L4D2. The game keeps crashing instantly if I join a server.

My games are installed in a different directory. All my games are laying on a seperate harddisk - no partition, a whole hd just for games :)
L4D though. The game wouldn't start at all and the files verification tool jumped from 1% to hundred in like a second, so it obviously didn't do its work right. Steam troubleshooting didn't help either. I had to totally remove Steam, including the game folders. Then reinstalled it from under Win 8.1. It took some time, but I redownloaded all the games content and personal settings remained untouched due to Steam Cloud. all working fine since then.
