Stuttering
I'm having micro stutters during gameplay. It also somewhat screws up the audio (I can hear pieces of audio repeating themselves during a very brief moment). I've already tried:
-Verifing game files
-Updating Wndows
-Updating my graphic card drivers
-Reinstalling the game
-Disabling mods
-Putting every option to the lowest possible value
-Using launch parameters such as -high -force_vendor_id 0x10DE -force_device_id 0x0191
, etc.
-Disabling Steam Overlay
-Creating a desktop icon and putting -steam parameter (launched through there)
-A fresh reinstalling of windows.

And none of that fixed my problem. My specs are:

Win 10
Intel I5 3330
12GB Ram
Nvidia GeForce GTX 1050 2gb.

Any help is deeply appreciated.

Well I'm not too good at understanding that program info, but as far as I understand I may have a problem within the USB connectors. But the stuttering issue only happens in specific games, which is pretty strange to begin with.
Source games often moves some files here and there so it might be something with your HDD or who knows maybe not.

Try to play Half-Life 2 OR try to play Left 4 Dead 2 or other online Source games with no internet connection and see if there is any difference.
Source games likes to use some important parts of your computer while playing.
So anything that is not plugged well might cause a serious problem..
Make sure everything is connected properly.

Is the game using your dedicated graphics card? If not, you might want to go into your Nvidia control panel and change it to use it.

As far as I'm aware the game is using the Nvidia graphics card. I chose the option in the 3d settings both global and game specific. I'm trying serveral configs to no avail. The fun thing is that I do have good fps but it still stutters.

PD: I'm not 100% sure, but It might seem that the stutter also happens in the main menu.

UPDATE: I installed L4D1 to check if it happens there too and IT DOES. I dunno what's going on. So, I'm having stuttering problems with both L4D1 and L4D2.

my game is really dark, stuttery and only running 60 fps with a i7 gtx 1080 ti
Disable Steam interface

Go to your Library Right click to Left 4 Dead 2 >Click Properties> Disable in-game steam inferface.
It will both boost your FPS AND **probobly** fix your audio problem.

I had the same problem . i went to steam library and right clicked l4d2 ...manage... browse local files . then located the l4d2 application file in that folder and right click create a shortcut then drag shortcut to desktop then right click it to view properties .then finally in the target box add -steam to the end and click ok ...so the end should look like this......\Left 4 Dead 2\left4dead2.exe" -steam then launch game from that desktop shortcut only, after starting steam first of course .like you i tried all the other options ..this is the only one that worked for me .

Already tried that. Didn't work. It still stutters. Thanks for the advice though.

I tried this too, but it didn't seem to fix my problem. Frankly I don't know what else to do.
Update #2: I already tried a fresh reinstalling of windows. Didn't work either.
Disable steam cloud for Left 4 Dead 2
Put -autoconfig to your launch options.

This will reset the game to it's default state.
Try that.

Also try disabling subtitles.

Well, I tried all of that and it seems it solved the stutter in the main menu and it also fixed the stutter in the audio. But the gameplay still feels stuttery. It feels like if I was having lag, even though I'm playing single player. I didn't change any of the settings that got reseted. At least the general situation improved a little. I'm not sure if this also happens in other Source engine games, so I'm downloading them all right now so I can test it. I may also uninstall my game ready drivers from nvidia and download the driver studio ones to see if that changes something. I'll let you know how all of that goes.

Welp, looks like it also happens in other source engine games such as CS:GO CS:S, TF2 etc. It doesn't happen in games that don't make use of Source for what I've tested.

I also have tried uninstalling Nvidia Game Ready drivers and installing the Studio ones instead. Didn't work either.

i know windows update messed some stuff up recently that makes some games run choopy, idr the fix tho
