maybe its the amount of addons you have? i had this issue and removing a bunch of addons i didnt need fixed it for me

lol yea i had the same weird bug before and it took me ages to notice that they were missing

my fix was just as simple as disablign sprays then re-enabling them and by next chapter i could see sprays

ok, i solved it... there was a command in the console/config "cl_allowdownload" was like "0", i changed it to "1", i restarted the game and that's it.
