How can i host a local server WITHOUT forcing people to download addons/skins?

I'm hosting a local server, i have 3 friends with me, then when i start the game, the game loads, and when it's finished and we're about to play the game, i check scoreboard and i see me WITH BOTS. no sign of my friends, it looks like they need to download the add ons/skins i downloaded from the workshop, But, i want to host a local server WITHOUT making/forcing people to download my addons/skins so that they can enjoy their own addons/skins without making the server forcing them to try and download mine.

i'm having trouble doing these, sv_consistency 0 doesn't work either

The only thing anyone else should have to download is the map. That's it.

when i started the map and it loads, my friends are gone and it turns out i'm playing with bots.
but it's weird since i joined someone's server and i saw the mp5 that is only for australia and germany and the host of the server said it was his workshop addon/skin

to host a modded server use a dedicated server not a listen server

It fails whenever i try hosting a dedicated server. the only option is the local server

If you want to host a local server where everyone can use their own mods, you as the host need to type "sv_consistency 0" wihtout quotes into the developer console.

There may still be side effects depending upon the mods you have installed, but the players should be able to get into the game.

You should ask the clients (friends) who are trying toconnect what errors appear in their client developer console, they can access this by pressing the console key which by default when using US keybaord layout is the TILDE key (the key left of 1 and above TAB which looks like a squiggle ~

The mod that person was using doesnt upload anything to a client it only makes available the CS weapons that were given to the german clients which are already in the base game just not unlocked for other regions.

You seem to have a firewall / port forwarding issue, is my guess.
