Low framerate issues
I've had this issue for a while, and there is no reasonable explaination. It had occured before the Febuary 6 update, and it wasn't like this before. Previously, i was able to obtain around 150-200+ fps, and the lowest it had EVER dropped was around 100 (during horde and crescendo moments). The framerate now gets a maximum of around 110 FPS, and it has dropped to around 25 FPS during the intense horde moments, where zombies are literally everywhere. My specficiations go as:

Nvidia GT750m 2GB
Intel Core i7 4700 MQ @ 2.4 GHz and 4 cores
8 GB RAM @ 1600 MHz
15.6 Inch 1920x1080p screen

I've tried lowering all the settings to the loweset possible, and the framerate doesn't change at ALL. I've also looked at the Nvidia control panel and tried seeing if I was set to the HD 4600 onboard graphics, and for some reason, that didn't even change my framerate (didn't lower it, nor raise it). This is getting extremely irritating, because I can't seem to find a reasonable explaination for this. Keep in mind that the framerate USED to be 150-200+ so if anybody has any reasonable explaination as to why it worked so well before, please let me know.

Suggestions.
1. Try updating your drivers (If you did this, you never mentioned it in the post)
2. Clean your tower of dust.

1. The current drivers are version 347.25 and checking the Geforce Experience panel indicates that my drivers are up to date

2. It's a laptop, and i've dusted the entire area where lies. I don't think it's an overheating issue, because i've made sure the laptop fan doesn't suck any air in.

Have you tried battery settings, adjusting them to balanced instead of power savings.

I know it sounds really silly, but it's not... & it makes a world of difference.. them 2 while gaming.

I noticed you had a laptop.. so thats why i put that out there.

Try using application settings in Nvidia Control Panel, instead of Card Values for the GPU to run with.

Try Defragmenting as well if you don't already.

Why would even play on such high FPS, when your screen can't even show it?

I just tried out the tips, none of them fixed the issue.

Sounds like it could be your graphics drivers, you shouldn't be getting lag with those specs.

I believe the issue is software related, because of the fact that every other game in my steam library hasn't faced any problems regarding the framerate.
I had a similar problem with TF2 for over a month, which I was convinced was a software problem, but it ended up being a clogged CPU heat sync was causing my CPU's thermal throttling to engage, lowering the clock speed. I should have noticed the fan speed increasing when doing things like encoding video files, but I just thought I never noticed it before. I was finally able to confirm the problem with this tool: RealTemp[www.techpowerup.com]

It's worth verifying that your CPU is not overheating. After that, use GPUZ[www.techpowerup.com] to check that your GPU is not getting too hot. Unless you've had your laptop completely opened up and cleaned thoroughly, it's highly probable that it's a heat problem.

Do you frequently play on localhost servers? It seems that your computer is not the problem here. When you play localhost and the host's computer/internet connection is ♥♥♥♥ you'll get extreme framerate drops but only in horde moments. Try running a listen server and spawn a horde. Does your cpu still lag there?

Ask to any cs player why..
I play with 150fps, and less than 80 is bad for me, even if my monitor is only ~60hz.

CS players aren't exactly the cream of the technical crop. Quake 3[www.funender.com] not withstanding due to an older design, the "I must have > 60 FPS" claim is tantamount to audiophiles using $600 speaker cables because they can "hear the difference." But old myths die hard, which is why you'll still find people deleting their browser cookies under the mistaken assumption it will speed up their computer/internet connection/washing machine. Still, if you've got hardware that can sustain a constant 120 FPS with a monitor to match, go for it. There would be a slight benefit that some people could observe. On an older CRT monitor a 60hz refresh rate is often noticeable and irritating, hence why I always preferred 72 or higher.

While I feel Bob should be using Nvidia's adaptive Vsync feature for both its visual and efficiency benefits, the performance drop he's noticing is a problem worth solving.
