I've ever seen halflife texture mod on gamemaps, but I'm not sure if that's the same texture mod, as the one on gamemaps is used for playing certain halflife campaigns like "Water Hazard" etc.

Anyway, probably some people still keep those mods as backup files. You can try to ask them when they show up here.
